CITY OF MEMPHIS AUTOMATED SPEED CAMERA ENFORCEMENT PROGRAM
The City of Memphis and the Memphis Police Department are working to improve community safety, decrease traffic violations and collisions, and help increase community safety for all road users. That’s why Memphis has partnered with Verra Mobility to install 30 speed cameras at key intersections, S-curves, and school zones, which will reduce reckless speeding and change driver behavior.
These cameras have been proven effective in reducing crashes and serious injuries. We want to stop this behavior before it becomes even more dangerous or fatal. Verra Mobility’s speed programs across the U.S. issued 11.6 million speed citations in 2023. This is just one of Memphis’ many tools to keep the community safe.
WHAT IS THE MEMPHIS AUTOMATED SPEED CAMERA ENFORCEMENT PROGRAM?
This program is designed to reduce the number of violations, crashes, and injuries caused by motorists speeding. The objective of the program is to slow motorists down and change driver behavior, making the community safer as drivers obey the posted speed limits.
- Public safety is Memphis’ number one priority. The speed safety program ensures that drivers pay more attention and obey traffic control devices.
- The City also encourages drivers to be cautious while driving and maintain a safe speed limit. Drivers need to be very aware of people walking and biking.
- Vehicles exceeding the posted speed limit may be issued a citation. The fine amount for a school zone speed safety camera is $50 per the Tennessee Code Title 55. Motor and Other Vehicles § 55-8-198.
SCHOOL ZONE SPEED LOCATIONS
School zone speed safety cameras will be operational within 15-mile-per-hour school zones at the following locations:
- Union Avenue: Rembert to Morrison (School Zone)
- Whitney Avenue: Mountain Terrace to Wingate (School Zone)
- Tillman Street: McAdoo to Tillman Cove (School Zone)
- Kirby Parkway: Raines to Birchwalk (School Zone)
- Stratford Road: Bowen to Marcel (School Zone)
- East Holmes Road: Tulane to Elvis Presley Blvd. (School Zone)
- Perkins Road: Wooddale to Scottsdale (School Zone) and Reverse Curve
- North White Station Road: Normandy to Heatherway (School Zone)
- Getwell Road: Mallory to Elliston (School Zone)
- New Allen Road: Hawkins Mill Road to Price of Peace Church (Reverse Curve)
- Tchulahoma Road: Shannon Circle to 400 feet South of Christine (Reverse Curve)
- McLean Road: Forrest to Faxon (School Zone)
- Quince Road: Sulgrave to Solway (School Zone)
- Perkins Road: 100 feet South of Chip to 100 feet North of Perkins Cove (Reverse Curve)
- Knight Arnold Road: 600 feet East of Mendenhall to 200 feet of Spencer (Reverse Curve)
Locations of school zone speed safety cameras will include flashing beacons that notify drivers when the speed safety cameras are active. Clear signage will be displayed at each location to inform drivers that they are entering a speed safety camera zone.

A Notice of Violation for a speed infraction is issued when a vehicle exceeds 7 MPH on that portion of any street which has been designated as a school zone. Lastly, a Notice of Violation for a speed infraction can be issued in “S” curve zones. An offense occurs whenever a vehicle exceeds the posted speed limit by 7 MPH on that portion of any street which is constructed as a reverse or “S” curve.
Complaints are mailed to the registered owner of the vehicle.
The registered owner of a vehicle will be mailed the Photo Safety Notice of Violation. If your vehicle was stolen, sold prior to the date and time of the Infraction, or was otherwise not in your care, custody or control at the time of the violation, you may submit a sworn statement to that effect to rebut the presumption that you were driving the vehicle at the time of the violation. The registered owner may submit information and supporting documentation to that effect by mailing a Declaration that is downloadable from the link on this website. The Declaration must be received by the due date of your Notice. If an Owner furnishes satisfactory evidence pursuant to this paragraph, the Hearing Officer may terminate the prosecution of this Notice of Violation issued to the Owner, and if appropriate, issue a Notice of Violation to the person identified in the evidence as the operator of the motor vehicle at the time of the violation.
The fine amount for a speed infraction is $50. Yes, there is a $45 fee for delinquent payments. An infraction detected through the use of an automated traffic safety camera is a non-criminal offense for which you cannot go to jail. Like a parking ticket, an infraction detected by a traffic camera is NOT part of the driving record of the violator. Therefore, a finding that the infraction was committed, either by payment or after a hearing, will not be reported to the Department of Licensing. However, failure to respond to a Notice of Violation, failure to appear for a requested hearing, or failure to pay a penalty imposed after a hearing may result in collection proceedings being instigated against you for the enforcement of such a penalty.
This violation is considered a non-moving infraction, and no points will be assessed.

PAY ONLINE: The fastest and easiest way to pay your Notice is to pay online. Go to www.ViolationInfo.com and log on with your Notice # and Pin # shown in the red box on the front of the notice. Click the Pay button. A fee may apply for online payments.
PAY BY PHONE: Call (toll free) 1-866-790-4111 and select option 1. Available 24 hours a day, 7 days a week. A fee may apply for phone payments.
PAY BY MAIL: Mail your check or money order (payable to the City of Memphis) in the envelope enclosed with the notice, with the coupon printed at the bottom of the reverse side of the notice. DO NOT MAIL CASH. Be sure to put the Notice # (see the red box on the front of the notice) on the face of your payment.
PAY IN PERSON: You may pay your fine in person at the Clerk’s Office, 201 Poplar, Room LL-80, Memphis, TN, Monday through Friday between the hours of 8:00 AM and 4:00 PM. Only cash, checks, or money orders are accepted. Credit card payments are not acceptable.
A refund check may be issued under the following circumstances:
- Duplicate and/or overpayment of a Notice of Violation
- Overpayment of the Notice of Violation as a result of a hearing

The recorded images and video will be submitted as evidence in any administrative hearing for this violation. You may view your images online at www.ViolationInfo.com. You will need your Notice # and PIN shown on the front of this Notice of Citation.
You must sign the coupon on the back of the coupon at the bottom of the page and mail it in the envelope enclosed with the notice. An administrative hearing will be scheduled, and you will be notified of the location, date, and time of your hearing. Failure to pay a civil penalty or to contest liability in a timely manner is an admission of liability in the full amount of the civil penalty assessed in the notice of violation and constitutes a waiver of the right to appeal. If you are found liable at the administrative hearing or request a hearing and thereafter fail to appear at the time and place of the hearing, you will also be liable for administrative hearing costs in the amount of $58.75. A person who is found liable for a civil penalty after an administrative hearing shall pay the civil penalty and costs within 30 days of the determination of liability.
