HCD provides funding for organizations who serve people experiencing homelessness or at risk of being homeless. The Department of Homeless and Special Needs only overviews the grant process for the Emergency Solutions Grant Program (ESG), the Housing Opportunities for Persons with Aids Program (HOPWA) and the HOME-Funded Tenant-Based Rental Assistance Program (HOME-TBRA) , which are available for agencies serving these populations.
