City of Memphis Guidelines for Proclamations, Letters of Merit or Awards, and the Key to the City

The City of Memphis is proud to honor individuals, organizations, and events that embody the spirit, culture, and progress of our community. The following guidelines define the criteria and processes for receiving a Proclamation, Letters, or the Key to the City.

Whether through civic pride or global influence, these honors reflect the heart of our city – resilient, creative, and always pushing forward.

General Guidelines for All Honors

  • All nominations and requests must include supporting documentation detailing achievements and impact.
  • The City of Memphis reserves the right to deny or modify any request that does not meet the spirit of these honors.
  • These recognitions are non-political, non-commercial, and non-partisan in nature.
  • Final approval lies with the Office of the Mayor.

Proclamations

Purpose: Proclamations are ceremonial documents issued by the Office of the Mayor to recognize special events, initiatives, individuals, or milestones, or a great act of service that positively impacts the Memphis community.

Examples Include:

  • Awareness campaigns or heritage months
  • Milestone anniversaries (e.g., business openings, non-profit anniversaries)
  • Community events or charitable efforts

Criteria:

  • Must reflect positive civic, cultural, educational, or charitable contributions
  • Must not be for personal, commercial, or political promotion
  • Requests must be submitted at least 2 weeks in advance

Letters

A. Letters of Merit or Awards

Purpose: These letters are awarded to individuals, groups, or institutions that have made significant contributions to the betterment of Memphis in areas such as education, public service, the arts, athletics, innovation, or humanitarian efforts. 

Examples Include:

  • Outstanding educators or students
  • Public servants going above and beyond
  • Local heroes or volunteers

Criteria:

  • Must demonstrate exceptional service, achievement, or impact
  • Can be issued posthumously or as part of an event or ceremony
  • Nominations can be submitted by city departments, elected officials, or community organizations

B.Letters of Recognition

Purpose: These letters are awarded to individuals, groups, or institutions that are celebrating milestone events, anniversaries, or convenings in Memphis. 

Examples Include:

  • Conferences
  • Wedding Anniversaries
  • School Events

Criteria:

  • Anniversary or Event must be celebrated in Memphis
  • The Event or Anniversary must align with the City’s values

Key to the City

Purpose: The Key to the City is the highest ceremonial honor bestowed by the Mayor of Memphis. It is reserved for Memphians – native, adopted, or long-standing residents – who have demonstrated a remarkable impact that promotes the growth, renown, or advancement of the City of Memphis locally, nationally, or globally.

Criteria:

  • The Nominee must have a strong connection to Memphis (birthplace, residency, or long-term affiliation)
  • Must have achieved something extraordinary in areas such as arts, civil rights, entrepreneurship, science, global leadership, innovation, or community uplift.
  • Contributions must elevate Memphis’s image, influence, or opportunity in a meaningful and enduring way.
  • Keys will be awarded sparingly to preserve their symbolic significance.
