The Pre-Development Assistance Grant Program is designed to support developer’s capacity
to add new construction affordable and middle-income housing units to the market. Non-profit and for-profit developers are eligible to apply. Up to $20,000 is available to cover
pre-development infrastructure costs (site work, utility fees, etc) for eligible projects within
the City of Memphis. For questions regarding the application please email

The application for Pre-Development Assistance is currently open and will close when funds
are exhausted.
