Chris Winton appointed COO, Art Davis named CFO, and Greg Dotson named Interim City Engineer
MEMPHIS, Tenn., June 26, 2026. Building on the progress of the past two years, Mayor Paul Young has appointed Chris Winton as Chief Operating Officer and Art Davis as Chief Financial Officer, both pending confirmation by the Memphis City Council, and Greg Dotson as Interim City Engineer. Together, the appointments strengthen the City’s executive leadership team as the administration enters its next phase of delivering results for Memphis residents.
“We’ve built a strong foundation for Memphis. Now it’s about delivering at a higher level,” said Mayor Paul Young. “These appointments bring the experience and leadership we need to execute major initiatives and projects, strengthen City operations, and continue earning the trust of the people we serve. That’s how we’ll keep moving Memphis forward.”
Chris Winton – Chief Operating Officer
Winton brings more than 25 years of executive leadership experience leading large, complex organizations, including FedEx, Tesla, and Comcast. His background spans enterprise operations, organizational transformation, technology modernization, and workforce strategy. At FedEx, where he spent 25 years rising from IT intern to Chief People Officer, he helped lead operations supporting more than 510,000 employees worldwide, guided enterprise-wide workforce planning, and directed major cross-functional initiatives involving technology, human resources, legal, finance, and communications. Among his accomplishments: he built a labor insights platform that enabled the hiring of approximately 120,000 frontline employees in ten weeks, and directed the global implementation of Workday across more than 300 interconnected HR systems. Most recently, he served as Senior Vice President and Chief People Officer for Comcast, where he led strategy and operations for a division of approximately 13,000 employees. His experience aligning people, processes, and performance will help strengthen collaboration and operational excellence across City government. Winton holds an MBA from Dowling College and a BBA from the University of Memphis, and serves on the boards of Methodist Healthcare and the University of Memphis Foundation.
Art Davis – Chief Financial Officer
Davis currently serves as Deputy Chief Financial Officer of the Treasury, where he has played a central role in strengthening the City’s financial operations and stabilizing the Treasury Division during a period of significant organizational transition. He has helped improve financial controls, modernize internal processes, and reinforce the administration’s commitment to responsible stewardship of taxpayer dollars. Prior to joining the City, Davis served as Chief Operating Officer and Chief Financial Officer of Memphis River Parks Partnership, where he managed more than $85 million in capital construction projects, secured and administered millions of dollars in federal and state grants, and oversaw finance, operations, grants administration, and organizational management.
Greg Dotson, P.E. – Interim City Engineer
Dotson, a licensed Professional Engineer in six states, brings more than 27 years of civil engineering and transportation infrastructure experience. Most recently, he served as State Transportation Leader for West Tennessee at Gresham Smith, where he led strategic planning, transportation initiatives, and regional client partnerships. Throughout his career at Gresham Smith, Barge Design Solutions, Neel-Schaffer, and Gannett Fleming, he has managed complex public infrastructure projects, engineering teams, project schedules, and budgets while working closely with local, state, and federal agencies including TDOT and FHWA. Early in his career, he played a hands-on role in deploying Memphis’s Intelligent Transportation Systems infrastructure. He has served as President of the Tennessee Section of the Institute of Transportation Engineers, is a current leader within the American Council of Engineering Companies’ West Tennessee chapter, and completed Leadership Memphis. As Interim City Engineer, he will oversee the City’s Engineering Division and help advance critical infrastructure and capital improvement projects that support Memphis’ continued growth. Dotson holds a B.S. in Civil Engineering from the University of Memphis.
Additionally, John Zeanah, Chief of Development & Infrastructure, is transitioning from his role in the administration, and will remain engaged as a consultant on key strategic initiatives.
The appointments take effect immediately, pending City Council confirmation where applicable.
