Program Overview
Memphis RAMP is designed to help seniors and individuals with disabilities remain safely and comfortably in their homes by removing physical barriers that limit mobility and independence.
As Memphis’ population continues to age, many residents face challenges navigating their own homes—making everyday tasks like entering and exiting, bathing, or using essential spaces increasingly difficult. For seniors living on fixed incomes, accessibility improvements are often financially out of reach.
Created in partnership with the Memphis City Council and administered by the City of Memphis Division of Housing and Community Development (HCD), Memphis RAMP addresses this unmet need by providing no-cost residential accessibility modifications to eligible low- and moderate-income homeowners.
Funding Source
Memphis RAMP is funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program. The initiative supports housing improvements that meet federal housing quality standards and promote safe, decent, and sanitary living conditions.
Program Purpose
The purpose of Memphis RAMP is to:
Restore independence where possible
- Improve home safety for all participants
- Reduce social isolation caused by mobility barriers
- Support Aging in Place for Memphis residents
Eligible participants must be 62 years of age or older or be an individual with a disability.
Eligible Accessibility Modifications
Approved modifications may include, but are not limited to:
- Entryway metal ramps
- Bathroom grab bars
- Walk-in showers or accessible bathtubs
- Raised toilet heights
- Hand-held shower controls
- Accessible light switches
- Universal design features
All modifications are professionally installed and provided by grant funding administered by HCD .
Program Goals
- Provide accessibility ramps and other home modifications to eligible households
- Increase community engagement among seniors and individuals with disabilities
- Raise awareness about Aging in Place and residential accessibility
Eligibility Requirements
Applicants must meet all of the following criteria:
- Be the legal owner and full-time occupant of the property
- Have lived in the home for at least one year
- Meet HUD income eligibility limits (80% Area Median Income or below)
- Provide a signed Borrower’s Authorization
- Applicant must be current on:
- Mortgage payments
- Property taxes (payment plans acceptable)
- Homeowner’s insurance
- Utilities (for construction purposes only)
- Applicant must have no:
- Active foreclosure
- Active Bankruptcy
- Unresolved divorce proceedings
- Mortgage modification(s)
- Outstanding City, State, or Federal liens
Application Instructions
Please complete the Residential Accessibility Modification Program (RAMP) Application. Once your application is completed, you’ll be required to submit the following documentation:
- Identification for all the adults living in the household:
- A copy of valid government-issued identification (ID)
- Income Documentation (if employed, please send last two check stubs; if receiving Social Security or SSI benefits, most recent award letter)
- Homeowner Documentation:
- Most recent Mortgage Statement
- Current Homeowners Insurance Policy Statement
- Required Signed Forms
- Signed Borrower Authorization Form (template below)
- Signed Authorization and Certification Form
- Completed RAMP Application (signed and dated)

Please Note:
Participation in Memphis RAMP does not disqualify applicants from other HCD programs. This grant will be secured by a five-year lien on the property.
