Hyde Park Infill Initiative
NEIGHBORHOOD REVITALIZATION PLAN
Creating new opportunities for the future of North Memphis
The Hello Hyde Park Neighborhood Revitalization Plan is a community-driven vision for the future of one of North Memphis’ historic neighborhoods. Covering approximately 955 acres, the plan brought together residents, community organizations, developers and public-sector partners to identify opportunities for reinvestment while preserving the character and identity of Hyde Park.
For decades, Hyde Park has been home to families, churches, businesses and community organizations that have continued to invest in the neighborhood despite significant challenges. Today, the community faces vacant properties, aging housing, population loss, and limited access to fresh food and other services. There is an effort to establish a grocery store near the intersection of Chelsea Avenue and University Street. But a significant increase in the number of households in the area is critical to the success of that effort. Investment in housing can catalyze Hyde Park and enable a stronger future for the people who already call it home.
At the center of this strategy is the opportunity to put vacant and underutilized land back into productive use, creating opportunities for new homes and a broader mix of housing that fits Hyde Park’s existing character. The revitalization plan encourages construction of not only single-family homes, but also duplexes, triplexes, townhomes and other “missing middle” housing options. Unfortunately, the local housing market typically results in a gap between the cost of building new homes and what many residents can afford.

A Housing-Led Approach to Revitalization
The City of Memphis, through its Division of Housing & Community Development (HCD), is offering one solution to help bridge that gap. Hyde Park has more than 500 vacant parcels and structures, and the City of Memphis controls over 200 of them. Under Hype Park Infill Initiative, developers can apply to receive parcels from the City’s list – parcels that have had all back taxes and fees accumulated by past property owners cancelled. Successful applicants will receive the properties for a nominal conveyance fee.
Developers should propose residential projects that are consistent with the Hello Hyde Park Neighborhood Revitalization Plan. Depending on the location of the specific parcel, it may be suitable for single-family, duplex, triplex, quadplex, or even a small multifamily development. Developers must also pledge to complete construction within a certain timeframe – the length will depend on their specific development proposal.
This program is open to individuals, corporations, and non-profit entities. The application process, which is anticipated to begin in December 2026, will ask developers about their experience and financial capacity. However, no specific level of experience is required, and new and emerging developers are strongly encouraged to apply. Applicants will be scored using a program criteria to determine their fit for the program. Before beginning the application, applicants should have identified a preferred lot or property along with a development plan.
The City of Memphis hopes in the future to provide financial incentives for housing development in the Hyde Park neighborhood. Some housing projects may qualify for the Middle-Income Housing Pilot Program; read more about that program here.
By making City-owned parcels of land easier and less expensive to develop, this initiative aims to reduce one of the major barriers to creating new homes in the Hyde Park neighborhood.[OA1]
Successful reinvestment in Hyde Park could help demonstrate how Memphis can put vacant land back into productive use, expand housing choices, strengthen neighborhood commercial corridors and attract investment while keeping existing residents at the center of the process.
