The City of Memphis Division of Housing and Community Development (HCD) is pleased to announce the opening of applications for the Strategic Community Investment Fund (SCIF) grant programs for Fiscal Year 2027 (July 1, 2026 – June 30, 2027), at 8:00 am on Monday, December 8, 2025

 

Applicants are invited to apply for the following Federal and City-funded programs designed to strengthen Memphis neighborhoods and improve the quality of life for residents. Funding opportunities include the following: 

 

  • Emergency Solutions Grant (ESG) 
  • Housing Opportunities for Persons with AIDS (HOPWA) 
  • HOME-Funded Tenant Based Rental Assistance (HOME-TBRA) 
  • Neighborhood Partnership Grant (NPG) 

 

This is a competitive funding process that allows the City of Memphis – HCD to support community-based programs, initiatives, and projects that directly benefit Memphis neighborhoods and citizens. More than $6.4 million was awarded to local agencies to implement housing and community development initiatives during Fiscal Year 2026 (July 1, 2025 – June 30, 2026). 

 

Applications will be available online for the above programs starting at 8:00 AM on Monday, December 8, 2025. HCD will host a workshop to provide applicants with an overview of the grant process and to speak directly with the program staff. The deadline for electronic submissions is 4:00 PM on January 30, 2026. 

 

The application workshop is scheduled for 10:00 AM on December 8, 2025, at 3030 Poplar Ave. Memphis, TN 38111 (Benjamin L. Hooks Central Library).
