The Division of Housing and Community Development (HCD) is announcing the opening of
applications for the Strategic Community Investment Fund (SCIF) grant programs for FY26 (July
1, 2025 – June 30, 2026) on Tuesday, December 3rd, 2024, at 10am.

Applicants are invited to apply for the following Federal and City-funded programs.
• Emergency Solutions Grant (ESG)
• Housing Opportunities for Persons with AIDS (HOPWA)
• HOME-Funded Tenant Based Rental Assistance (HOME-TBRA)
• Neighborhood Partnership Grant (NPG)
• Community Service Grant (CSG)

SCIF is a competitive funding process that allows HCD to support community-based programs,
initiatives and projects that directly benefit Memphis neighborhoods and citizens. More than
$5.5 million were awarded to local agencies to implement housing and community
development initiatives during FY25 (July 1, 20024 – June 30, 2025).

Applications for these programs will be submitted online through the Neighborly portal. The
deadline for electronic submissions is January 31, 2025, at 4:00 PM.
