HOME-ARP Non-Congregate Shelters

Partner with nonprofit housing developers to create safe, quality non-congregate shelters for homeless families/individuals. Non-Congregate Shelters provide private units or rooms as temporary shelter to homeless families/individuals and may include the construction of new structures or the acquisition and/or rehabilitation of existing structures.

Program Overview:

  • Eligible uses include construction or rehabilitation of a facility for families/individuals who qualify as one of the Qualifying Populations.
  • Non-Congregate Shelters may include motels, nursing homes, or other facilities.
  • HOME-ARP is limited to four Qualifying Populations (QPs) – those who are:
  1. Homeless
  2. At-risk of Homelessness
  3. Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking (VAWA/Trafficking for short)
  4. Other Populations where HOME-ARP assistance would
  • Prevent the household’s homelessness or
  • Serve those with the “greatest risk of housing instability”​​
