HOME-ARP Non-Congregate Shelters
Partner with nonprofit housing developers to create safe, quality non-congregate shelters for homeless families/individuals. Non-Congregate Shelters provide private units or rooms as temporary shelter to homeless families/individuals and may include the construction of new structures or the acquisition and/or rehabilitation of existing structures.
Program Overview:
- Eligible uses include construction or rehabilitation of a facility for families/individuals who qualify as one of the Qualifying Populations.
- Non-Congregate Shelters may include motels, nursing homes, or other facilities.
- HOME-ARP is limited to four Qualifying Populations (QPs) – those who are:
- Homeless
- At-risk of Homelessness
- Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking (VAWA/Trafficking for short)
- Other Populations where HOME-ARP assistance would
- Prevent the household’s homelessness or
- Serve those with the “greatest risk of housing instability”
