Firefly The Division of Housing & Community Development coordinates programs funded through federal

Partner with nonprofit and for-profit housing developers to create safe, quality, affordable rental housing for homeless families/individuals. The families/individuals must qualify as one of the Qualifying Populations.

Program Overview:

  • Eligible uses include acquisition, construction, rehabilitation of rental housing for families/individuals who qualify as one of the Qualifying Populations.
  • Rental housing may include single family housing, multi-family housing, transitional or permanent housing, group homes, single room occupancy (SRO), and manufactured housing.
  • HOME-ARP is limited to four Qualifying Populations (QPs) – those who are:
  1. Homeless
  2. At-risk of Homelessness
  3. Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking (VAWA/Trafficking for short)
  4. Other Populations where HOME-ARP assistance would
  • Prevent the household’s homelessness or
  • Serve those with the “greatest risk of housing instability”
