HOME ARP Affordable
Rental Housing Assistance
Partner with nonprofit and for-profit housing developers to create safe, quality, affordable rental housing for homeless families/individuals. The families/individuals must qualify as one of the Qualifying Populations.
Program Overview:
- Eligible uses include acquisition, construction, rehabilitation of rental housing for families/individuals who qualify as one of the Qualifying Populations.
- Rental housing may include single family housing, multi-family housing, transitional or permanent housing, group homes, single room occupancy (SRO), and manufactured housing.
- HOME-ARP is limited to four Qualifying Populations (QPs) – those who are:
- Homeless
- At-risk of Homelessness
- Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking (VAWA/Trafficking for short)
- Other Populations where HOME-ARP assistance would
- Prevent the household’s homelessness or
- Serve those with the “greatest risk of housing instability”
