MEMPHIS, Tenn. – August 15, 2025 — In a step toward expanding homeownership opportunities in Memphis, the City’s Division of Housing and Community Development (HCD), in partnership with United Housing, Inc.Tennessee Housing Development Agency (THDA), and Trustmark Bank, has completed the construction of ten new affordable homes in the Whitehaven Hills area of the Oakhaven community.

 

The newly built homes include nine four-bedroom, two-bath houses and one three-bedroom, two-bath home, each valued at approximately $200,000. The project was funded through a combination of federal, state, and city-level programs, including the American Rescue Plan Act (ARPA) and Downpayment Assistance, with the goal of increasing access to safe, high-quality, and affordable housing for first-time buyers.

 

The initiative addresses the decades-long decline in starter homes in Memphis, turning vacant lots into vibrant residential spaces and helping families access the dream of homeownership. The effort is part of a broader suite of over a dozen programs managed by HCD’s Affordable Housing Department (AHD), using funding from sources like HOMECDBGARPA, and more.
