MEMPHIS, Tenn., Oct 27, 2025 – The City of Memphis Division of Housing and Community Development (HCD), in partnership with KPS Development Partners, will hold a groundbreaking ceremony at 10 a.m. on Oct. 29 for the Bellevue Montgomery project, a 23-unit “cottage court” infill development aimed at expanding quality, attainable housing for middle-income residents. The event will take place at 279 N. Montgomery St., Memphis, TN 38104.
The development will feature a mix of cottages, duplexes and fourplexes, offering one- and two-bedroom units at attainable rental rates. The project is part of the city’s Middle-Income Housing Pilot Program (MI-Pilot), launched last year to support small-scale infill housing that fills the gap between single-family homes and large apartment complexes.
“Bellevue Montgomery shows what’s possible when we think creatively about housing development and focus on the needs of working families,” said Ashley Cash, director of HCD. “This project is a perfect example of the type of community-focused housing we want to see across Memphis — attainable, walkable, and designed to bring neighbors together.”
Located less than a half-mile from Crosstown Concourse and in the heart of the Medical District, Bellevue Montgomery is within walking distance of Moore Tech and adjacent to the Crosstown Mound development, another HCD-supported infill initiative.
Phase one, scheduled for completion in summer 2026, will deliver 23 units, with a total of up to 67 units planned across three phases. The development team used a blend of public incentives, private investment, Community Development Financial Institution (CDFI) lending and crowdfunding to finance the project.
Homes will be arranged around an interior green space featuring grilling stations, a firepit and room for a potential community garden. Each unit will include a front porch to promote social interaction and a community-oriented lifestyle.
The Bellevue Montgomery project is one of several initiatives supported by the MI-Pilot program, which allocated $1 million in its first year to fund four developments totaling more than 50 attainable units. Those projects, set to begin construction in the coming months, include:

Leath Quad Community, North Parkway: 24 units through rehab and new construction of six quadplexes.

James Road Infill, Scenic Hills area: Single-family homeownership opportunities.

Barton Row, South Memphis: Rehab of historic shotgun homes into quality rental units.
The MI-Pilot program is aligned with the Memphis 3.0 Comprehensive Plan, Accelerate Memphis and the Memphis & Shelby County Joint Housing Policy Plan. It targets families earning 80% to 120% of the area median income (AMI), a group that often earns too much to qualify for traditional housing subsidies but is still priced out of many market options.
“Through projects like Bellevue Montgomery and our broader MI-Pilot initiative, we are proving that Memphis can build innovative, affordable homes that meet the needs of all residents,” Cash said. “We are committed to creating a housing market where everyone — from low-income to middle-income families — can find a place to call home.”
KPS Development Partners, a Memphis-based firm focused on urban infill, mixed-use and residential development, is leading the project. Bellevue Montgomery is their first “missing middle” housing development, with additional projects currently in the pipeline.
