MEMPHIS, Tenn. June 18, 2026 — The City of Memphis Division of Housing and Community Development (HCD), together with development partners, will celebrate the completion of Belle|Mont at 1 p.m. Wednesday, June 24, 2026, at 281 N. Montgomery Street. Belle|Mont is a 23-unit cottage court community that expands attainable housing options for middle-income residents while showcasing an innovative approach to neighborhood-scale development.
Located in the Medical District, less than a half mile from Crosstown Concourse, Belle|Mont provides much-needed “missing middle” housing through a mix of cottages, duplexes, and fourplexes. The development offers one- and two-bedroom homes at attainable rental rates and is designed to foster community through thoughtful site planning and shared outdoor spaces.
Most of the homes are arranged around a central green space featuring gathering areas, grilling stations, a fire pit, and space for a future community garden. Each residence includes a front porch intended to encourage neighbor-to-neighbor interaction and strengthen community connections.
“Belle|Mont is helping us do what we said we would do: create more quality housing options for Memphis families. As we work toward adding 10,000 housing units by 2030, projects like this move us closer to that goal and help ensure more people can find a place to call home,” said Mayor Paul Young.
The project also highlights the success of the city’s Memphis Middle-Income Housing Pilot Program, known as MI-Pilot, which was established to encourage innovative, small-scale housing developments across Memphis. The program supports the development of “missing middle” housing — including duplexes, townhomes, cottage courts, and fourplexes — that bridges the gap between traditional single-family homes and large apartment complexes.
Through its inaugural funding round, MI-Pilot invested $1 million in three developments that will bring 50 attainable housing units to neighborhoods across Memphis. The projects include Leath Quad Community on North Parkway and Barton Row in South Memphis. A second cohort of developments has already been selected, and Mayor Young has proposed funding for a third round of the program in the city’s upcoming budget.
KPS Development Partners received MI-Pilot funding to develop Belle|Mont and used a financing structure that combined public incentives, private investment, Community Development Financial Institution lending, and crowdfunding. The Downtown Memphis Commission also partnered on the project.
The MI-Pilot program aligns with the goals of the Memphis 3.0 Comprehensive Plan, Accelerate Memphis, and the Memphis and Shelby County Joint Housing Policy Plan. By supporting housing for households earning between 80% and 120% of the area median income, the program addresses a critical gap for working families who often earn too much to qualify for traditional housing subsidies but still face affordability challenges.
“Belle|Mont is proof that Memphis can deliver innovative housing that meets the needs of working families and strengthens neighborhoods,” HCD Director Ashley Cash said. “As we work toward Mayor Young’s vision of expanding housing opportunities across the city, developments like this show how public-private partnerships can create lasting impact for Memphis residents.”
