Fonda Fouché

Fonda Fouché serves as the Chief Human Resources Officer (CHRO) for the City of Memphis. In this role, she oversees Talent Management, Total Rewards, HR Compliance, HR Analytics and Performance, and the City’s employee and retiree experience strategy.

With over 25 years of dedicated service in municipal government, Fouché has held a variety of leadership roles with a focus on recruitment, retention, and building strong organizational culture.

Her HR journey includes a decade with Police Services, where she managed critical employment functions such as hiring, testing, and applicant review. As Talent Management Officer, she led efforts to design and implement hiring pipelines, workforce development initiatives, and strategic partnerships that support departmental staffing goals.

She earned a Bachelor of Science in Education with a Minor in Business Administration from the University of Tennessee at Knoxville and a Master of Science in Administration from Central Michigan University.

 

She’s won several awards for her above and beyond work and most recently she received the 2023 Memphis Business Journal’s HR Impact Award.
