ABOUT HCD

Since 1977, the City of Memphis has demonstrated its commitment to its neighborhoods through the work of its Division of Housing and Community Development, commonly known as HCD.  The establishment of the division was made possible in 1974 by federal legislation that provided grant funding for cities nationwide to attack deterioration, blight, and disinvestment in core city neighborhoods.

Today, along with its original purpose, HCD supports the creation of quality and affordable housing and economic development in communities by funding programs and organizations that provide affordable housing and support for vulnerable populations, such as homeless individuals, HIV/AIDS patients and individuals fleeing domestic abuse, as well as the elderly and disabled populations. In addition, HCD provides some direct services to households by directing federal funds to address issues such as the remediation of lead paint hazards in homes and energy-efficiency through its weatherization program. 

Finally, HCD directs major economic development projects such as the Liberty Park project, the award-winning Historic Melrose Revitalization Project/Orange Mound Library, the Raleigh Springs Civic Center, and the upcoming Southwest Twin redevelopment, in Westwood.

AFFORDABLE HOUSING

The Affordable  Housing Department (AHD) administers federal funds (HOME & CDBG) received from the U. S. Department of Housing and Urban Development (HUD) along with other funds such as American Rescue Plan Act (ARPA)/State & Local Fiscal Recovery Funds (SLFRF) funds from the U. S. Treasury, City funds, and Capital Improvement Funds (CIP) to develop safe, quality, affordable housing, provide downpayment assistance to homebuyers, provide funding to prevent homelessness, and administer funds to assist with the prevention of foreclosures and evictions.

The AHD is comprised of the following offices:

 

The OFFICE of HOMEOWNERSHIP & RENTAL DEVELOPMENT (HRD) –  partners with housing developers to develop affordable housing through new construction and/or rehabilitation and administers the following programs: 

  • Affordable Home Build Program 
  • Affordable Rental Development Program 
  • Memphis Affordable Housing Trust Fund (MAHTF) Program.

The OFFICE of DOWN PAYMENT ASSISTANCE (DPA)  provides funds to help meet the down payment and closing cost requirements needed to complete the closing of a new or existing home. All properties must be located within Memphis city limits or designated areas per program guidelines. DPA administers the following programs:

The OFFICE of HOME- American Rescue Plan (ARP) assists individuals or households who are homeless, at risk of homelessness, and other vulnerable populations which is defined as Qualifying Populations (QP) by partnering with nonprofit organizations to provide supportive services, rental housing, and non-congregate shelters to reduce homelessness and increase housing stability across the country. HOME-ARP administers the following programs:

  • Supportive Services Program
  • Affordable Rental Housing Assistance Program
  • Non-Congregate Shelters Program
  • Nonprofit Operating and Capacity Building Assistance Program

HOMELESS & SPECIAL NEEDS

The HSN Dept. seeks to improve the quality of life of low and moderate-income citizens through the provision 
of social services by nonprofit agencies. These citizens include at-risk youth, the homeless and special needs populations that include persons with HIV/AIDS, a mental illness, the elderly, chronic substance abusers, persons with developmental and/or physical disabilities, and victims of domestic violence.

 

The Department of Homeless and Special Needs doesn’t provide direct services to individuals and only oversees the grant process for the Emergency Solutions Grant Program (ESG), the Housing Opportunities for Persons with Aids Program (HOPWA) and the HOME-Funded Tenant-Based Rental Assistance Program (HOME-TBRA) , which are available for agencies serving these vulnerable populations.

PLANNING & POLICY

The Planning & Policy Department plans, prepares, coordinates, and reports the City’s Five-Year Consolidated Plan, Annual Action Plan (AAP), and the Consolidated Annual Performance and Evaluation Reports (CAPER) to the U.S Housing and Urban Development (HUD). 

The department pursues funding opportunities and coordinates HCD’s annual competitive grant process, the Strategic Community Investment Fund (SCIF). Planning also undertakes neighborhood planning initiatives/special projects and research efforts including best practices, data collection and analysis, and GIS Mapping.

HEALTHY HOMES

The Healthy Homes Department provides a variety of
program initiatives and services to improve the health of families and enhance the quality of life for citizens through public and private partnerships. The program initiatives and services consist of: the Lead Hazard Reduction Program, the Weatherization Assistance Program, and the Healthy Homes Program.

ECONOMIC DEVELOPMENT

The Housing and Community Development (HCD) Office of Development Services recognizes that the Memphis Neighborhood needs economic development to promote revitalization, an economy encouraging business development, and jobs for low—and moderate-income people.  

Through the City of Memphis, Division of Housing and Community Development, Office of Development Services’ Neighborhood Economic Development Opportunity Program (NEDO) provides Community Development Block Grant (CDBG) grants or low-interest loans to not-for-profit organizations, for-profit business owners, and real estate developers to undertake economic development activities that create or retain jobs for low- and moderate-income persons and revitalizing neighborhood. The program aims to fund projects that result in high-quality, full-time jobs that provide living wages, benefits, and training to low- and moderate-income persons.

The office for the Neighborhood Engagement (ONE) seeks to build long-term relationships with residents of Memphis & Shelby County. The office engages with residents through training opportunities, workshops, and conferences, and teaches necessary skills to enhance Memphis’ neighborhoods and transform them into centers of pride and prosperity. Additionally it overviews the implementation of funding through the Community Coalition Grant Program and the Neighborhood Partnership Grant.
