Art Davis

Art Davis serves as Chief Financial Officer for the City of Memphis, where he oversees the City’s financial operations, including budgeting, treasury, accounting, procurement, and long-term fiscal planning.
 
Prior to his appointment as Chief Financial Officer, Davis served as Deputy Chief Financial Officer of Treasury, playing a key role in strengthening the City’s financial operations and helping stabilize the Treasury Division during a period of significant organizational transition. His leadership helped improve financial controls, modernize internal processes, and reinforce the City’s commitment to responsible stewardship of taxpayer resources.
 
Before joining the City of Memphis, Davis served as Chief Operating Officer and Chief Financial Officer for Memphis River Parks Partnership, where he managed more than $85 million in capital construction projects while overseeing finance, operations, grants administration, human resources, information technology, legal, and risk management. His previous leadership experience also includes executive roles with the Children’s Museum of Memphis, Liberty Bowl Memorial Stadium, and the Memphis Redbirds Baseball Foundation.
 
A graduate of the University of Mississippi with a bachelor’s degree in accountancy, Davis brings decades of experience in municipal finance, operational leadership, capital project management, and organizational strategy to the City of Memphis.
