MEMPHIS, Tenn., December 17, 2025 – Memphis Parks is proud to announce the appointment of Desha (Lorenzo) Parker III as Deputy Director, bringing more than two decades of leadership in parks administration, capital project management, and community-centered recreation programming.
Mr. Parker most recently served as Director of Student Engagement for the West Memphis School District, where he led district-wide engagement initiatives, strategic partnerships, and operational systems. Prior to that, he served as Director of Parks and Recreation for the City of West Memphis, overseeing major facility operations and recreational programs. Under his leadership, the city completed over $14 million in capital improvements, including upgrades to the sports complex, park renovations, and the development of new community amenities. He also successfully secured state and national grants to expand access to adaptive and inclusive recreation.
Mr. Parker holds a Bachelor of Science in Business Administration and an MBA from Arkansas State University, as well as a Juris Doctorate from the University of Arkansas at Little Rock Bowen School of Law.
In his new role, Deputy Director Parker will oversee Community Centers, Golf, and Recreation, which includes Aquatics, Athletics, Health and Wellness, and Play Your Parks. His appointment reflects Memphis Parks’ continued commitment to enhancing recreational opportunities and fostering inclusive community engagement.
Deputy Director Marcha Allen will continue to lead Engagement & Partnerships, Business Operations, Park Operations, and Planning & Development.
Memphis Parks welcomes Mr. Parker to the leadership team and looks forward to the expertise and vision he brings to the department and the Memphis community.
