MEMPHIS, Tenn., November 24, 2025  – The City of Memphis has appointed Art Davis as Deputy Chief Financial Officer – Treasurer, where he will provide executive leadership in fiscal management, capital planning, and the stewardship of public resources.

 
Mr. Davis brings more than twenty years of experience in financial oversight, public administration, and operational leadership. His career reflects a deep commitment to accountability, transparency, and the responsible management of taxpayer funds.
In his new role, Mr. Davis will oversee treasury operations, investment activities, and key financial reporting functions. He will also play a central role in coordinating fiscal policy, advancing compliance and internal controls, and ensuring that the City’s financial systems continue to meet high standards of efficiency and integrity.

Before joining the City of Memphis, Mr. Davis served for nearly seven years with the Memphis River Parks Partnership, serving as Chief Financial Officer / Chief Operating Officer and as Acting Chief Executive Officer. Prior to that, he held leadership roles with The Children’s Museum of Memphis, the Liberty Bowl Memorial Stadium and Fairgrounds, and Global Spectrum / Memphis Redbirds Baseball Foundation.
 
Throughout his career, Mr. Davis has been recognized for enhancing financial systems, advancing transparency, implementing large-scale operational initiatives, and fostering collaboration across public and private sectors. A graduate of the University of Mississippi, Davis holds a Bachelor of Accountancy.
