MEMPHIS, Tenn., Sept. 11, 2025 — The City of Memphis has established a trusteeship to guide the Memphis Area Transit Authority (MATA) through its current transition period.
As part of this action, Rodrick Holmes has been appointed trustee for operations and will also serve as interim chief executive officer. In addition, City of Memphis Chief Financial Officer Walter Person has been appointed trustee for financial oversight.
This trusteeship structure is designed to ensure continuity of service, provide enhanced accountability, and deliver a clear focus on strengthening MATA’s operational performance and financial stability.
“Riders come first,” said Councilman Edmund Ford Sr., chair of the City Council’s Transportation Committee. “This trusteeship is about stability, accountability, and a clear plan to improve service. I appreciate Mr. Holmes stepping in to lead day-to-day operations and Mr. Person providing strong financial oversight. The Council will work closely with the administration to make sure MATA delivers safe, reliable, and efficient transit for every Memphian.”
