Public Works:
Public Works crews are working around the clock to clear snow and ice from Memphis streets, following the snow and ice mitigation plan implemented in 2025. More information about the plan is available at www.memphistn/snow-ice/
The City of Memphis has more than 2,000 tons of salt available to help melt snow and ice. In preparation for the storm, crews began pre-treatment January 21st, applying more than 46,000 gallons of brine mix to roadways before the storm began.
Memphis Police:
The Memphis Police Department’s Inclement Weather Policy is in effect until further notice. Please check MPD social for information about implementation dates.

If you have been involved in a crash and there are no injuries, drinking or drugs involved and no wreckers are needed on the scene, the drivers should exchange names, addresses, phone numbers, insurance information and tag numbers of the vehicles involved and both drivers should arrange a time to meet at the nearest MPD Precinct or report to the MPD Traffic Office located at 3430 Austin Peay. Drivers should bring with them their vehicles, proof of insurance, and vehicle registration to file the crash report within ten (10) working days.
Public Safety Update: EMS Surge Period Activated
Due to icy conditions and hazardous road travel, the Memphis Fire Department has activated EMS Surge Periods.
When extreme weather such as ice or snow impacts road conditions, emergency response and hospital transport times may be longer than normal. To ensure patients receive timely care during these conditions:
• Stable patients will be transported to the closest, most appropriate hospital, regardless of patient preference.
• This protocol helps keep ambulances available for life-threatening emergencies and allows first responders to continue serving the community safely.
We appreciate the public’s understanding as our crews work through challenging conditions to provide emergency care. Please limit travel when possible and stay weather aware.
Warming Centers:
In partnership with the City of Memphis, the Hospitality Hub operates one warming center for those experiencing homelessness.
This center is located at First Baptist Church, 200 East Parkway North, open to those who need to escape the cold.
Transportation to the warming centers can be arranged by calling HUB staff at 901-486-0939 (only transportation to HUB location) during warming center hours.
For others needing shelter, the following Community Centers are operating warming centers:

Residents who have experienced an electrical or water outage can contact the City of Memphis Office of Emergency Management at 901-636-2525 to arrange transportation to one of three 24-hour community center warming centers.

The Memphis Public Library has now reduced operating hours and locations due to the weather.

Memphis Animal Services:
The intent is to operate at full service; however, depending on the weather conditions, we may reduce operating hours and locations. MAS urges residents to bring pets indoors during freezing or extreme cold weather. Outdoor pets are at risk of hypothermia and frostbite. If an animal must be outside briefly, owners must provide adequate shelter, dry bedding, and unfrozen water, as required by City ordinance. Concerns about pets in dangerous cold conditions can be reported by calling 901-545-COPS.

If MPD assistance is needed at heavily traveled intersections, please call 901-545-COPS (tel:901-545-COPS). The City of Memphis will prioritize the Memphis system first, then support sister cities as assistance is needed.
Closings:
Courts: In the interest of public safety Memphis Municipal Courts and the City of Memphis Court Clerk’s office will be closed through Wednesday, January 28.
Housing and Community Development: Most HCD processes will not be impacted, as they are conducted electronically. However, Down Payment Assistance document distribution and field inspections may be affected until roads are cleared.
Memphis Housing Authority: Due to winter storm-related road conditions, all Memphis Housing Authority offices will be closed January 26, 2026..Updates will be posted on the MHA website and on the MHA’s social media pages for the public.

Solid Waste:
The City of Memphis Solid Waste Division has suspended garbage and recycling collection services because of hazardous conditions caused by the recent winter storm.

The city of Memphis never closes. We are working to deliver services as regularly and thoroughly as possible. The City of Memphis will continue to keep residents informed with updates on the city’s website (MemphisTn.gov), as well as Facebook (@MEMCity) and Twitter (@Cityof Memphis) as information becomes available.

Engineering:
Dark traffic signals indicate a power interruption. These intersections should be treated as four-way stops until power is restored.

Downed Trees and Other Non-Life-threatening Hazards

Winter Storm Safety Tips
Winter weather may cause icy roads across Memphis, especially bridges and overpasses. Avoid travel if possible. If you must drive, slow down and increase following distance.
Power outages are possible during winter weather in Memphis. Prepare by charging phones, gathering blankets and warm clothing, and planning to stay in one warm room. Never use stoves, ovens, or grills to heat your home.
Winter weather may disrupt water service in Memphis. Store water now for drinking and flushing toilets. Drip faucets to protect pipes and report issues when safe.
