The City of Memphis and partner agencies are proud to present the following Requests for Qualifications (RFQ) for Private Development Opportunity (PDO) sites. Each PDO presents a unique opportunity to develop new assets in each respective community and build upon the Memphis 3.0 Comprehensive Plan.

Crosstown Mound

Crosstown Mound Private Development Opportunity RFQ

This 9-acre site is a great development opportunity located in close proximity to the Medical District, Crosstown Concourse, and the Klondike-Smokey City neighborhood. The site, which has a large mound of dirt on it, was formerly owned by the State of Tennessee Department of Transportation and was acquired by the City for future development.

Location: Large parcel on block bound by North Bellevue Boulevard, Overton Park Avenue, North Claybrook Street, and Peach Avenue.

Fairgrounds Private Development Opportunity RFQ

The City is seeking qualified developers to transform the 18 acres of City-owned land in a manner consistent with the City’s vision for the Fairgrounds as a unique destination of family entertainment, sports, retail, and mixed-use development that evidence a thriving and creative community for tourists and residents alike. This mixed-use private development will be coordinated with the City’s plan to construct a new 22-acre Youth Sports and Events Complex, which is being designed to capitalize on the fastest- growing sector in the tourism market: youth and amateur sports.

Historic Melrose

Historic Melrose Private Development Opportunity RFQ

Unique opportunity to preserve a 46,000 square foot former school building, situated on a 6-acre site surrounded by other community buildings, located in the historic Orange Mound community. Several community meetings have been held to explore ideas to activate this landmark, and now the opportunity is available to qualified redevelopment groups to consider uses for the property. Additional information and study results from stakeholder engagement may be found in the RFQ attachments.

Pinch District Map

Pinch District Private Development Opportunity RFP

The American Lebanese Syrian Associated Charities (ALSAC), the fundraising and awareness organization for St. Jude Children’s Research Hospital, seeks proposals from qualified developers interested in collaborating with ALSAC to create a mixed-use development on a 2-acre site in downtown Memphis, located in the Pinch District, adjacent to St. Jude Children’s Research Hospital. ALSAC owns several properties in the Pinch District, and is interested in advancing the development and revitalization of the area, creating opportunities for the growing number of employees, patients and families, and visitors to live, work and play in and around the campus.

Raleigh – Powers Road Private Development Opportunity RFQ

Raleigh Springs Town Center

Raleigh Springs Town Center Private Development Opportunity RFQ

The City is seeking qualified developers to develop 20-acre site, which is a part of the broader Raleigh Springs Town Center project. Raleigh Springs Town Center is located on the former site of Raleigh Springs Mall, which was acquired by the City in 2016. On this site, the City is also currently constructing a new state-of-the-art library, police station, skate park, lake and walking trail, scheduled for completion in late 2019. The City desires a mixed-use development with retail, commercial, hospitality, and/or residential components.
