The City Court Clerk collects City revenues generated by the Memphis Police Department through the issuances of traffic citations, traffic summons and ordinance summons. Additional duties include the staffing of the courtrooms and offices and maintaining all records.

Kay Spalding Robilio was sworn into office as the City of Memphis City Court Clerk on January 1, 2016 pledging to be fully accessible and to create and efficient office for the citizens of Memphis. Judge Robilio brings a wealth of court clerk and legal experience to this office. Retired from Shelby County Circuit Court Division Five, Judge Robilio has a distinguished career serving the Memphis community. She was elected as Judge of City Court in 1983 and was a Memphis prosecutor prior to becoming Judge. She was elected to the Circuit Court bench in 1980 and retired in 2013. 

Judge Robilio’s goal is to reduce inconveniences to citizens in payment of tickets and court appearances, reduce expenses in operation of the office, generate more collections and ensure that our workforce morale is reinforced. 

Judge Robilio, a native Memphian, has been active in civic activities throughout her life. She has served as the president of the Association for Women Attorneys (AWA) and as president of Tennessee Lawyers’ Association for Women (TLAW). She hosts “A Question of Law,” a television show dedicated to presenting issues of law to the public.

Kay Spalding Robilio is a graduate of Messick High School. Upon graduation, Judge Robilio was chosen “Outstanding Young Woman” of her senior class. She graduated cum laude with a Bachelor of Arts from Memphis State University. Judge Robilio received her Juris Doctorate from the University of Memphis Cecil C. Humphreys School of Law.

Kay Spalding Robilio is married to Victor Robilio and they have two children and two grandchildren.
