The Division of Housing and Community Development (HCD) leverages local and federal funding in partnership with non-profit organizations and private developers to further the availability of quality, affordable housing. Through both new construction and rehabilitation, HCD and partners create new affordable housing stock as well as preserve existing inventory. In an effort to promote transparency, accessibility and a unified vision, HCD has created an Affordable Housing Dashboard to highlight this city-wide effort to promote housing stability and improve the quality of life for all Memphians.
